One-stop tool

Now in its 45th year and 14th version, WRc's TR61 is a powerful, integrated cost and carbon estimation tool. It is widely used to model water and wastewater assets across the UK water industry, and is certified for use in Periodic Review activities.

TR61, or 'Cost Information for Water Supply and Sewage Disposal' Technical Report 61, allows:

  • up-to-date estimates of capital (CAPEX), operating (OPEX) and whole life costs; and
  • estimates of embodied (building) and operational carbon emissions with their monetary equivalents in a manner consistent with Ofwat‟s requirements.

Evolves with cost and carbon estimates

Developed using cost estimate data from across the UK water industry and updated every 2-3 years, TR61 V14 now includes models for estimating the carbon emission from trenchless technologies.

Following guidance for a sustainable future

TR61 follows the water industry's guidance to carbon accounting developed by UK Water Industry Research (UKWIR). Carbon emissions are expressed to take into account the Global Warming Potentials (GWP), or climate impacts, of different gaseous compounds.

Supportive, collaborative user experience

User friendly software is complete with a detailed user guide, with 'hands on' training available if required. TR61 group membership supports interaction with other water utilities, to support a collaborative experience.

How we can help

Our software tool allows modelling of construction, refurbishment / renovation and operation of water and sewage treatment and infrastructure assets in a single source. TR61 can be used for:

  • Optioneering for cost & carbon optimisation
  • Providing cost & carbon data for assets that company has no data
  • Investment planning
  • Asset valuation
  • Benchmarking against company-own models
