This programme equips learners to be able to identify, document and categorise defects in pipelines, laterals and manholes across sewer, stormwater, and other systems. The certification is suitable for utilities providers within regions which use the NASSCO Specification for condition assessment.

NASSCO provides trenchless technology education, resources and advocacy to over 650 member organisations, and has trained over 40,000 people worldwide.

The Pipeline Assessment Certification Programme (PACP) was established by NASSCO in 2002 to provide a consistent, standardised approach to evaluating underground infrastructure in the United States. Over time, PACP has been adapted for use in various systems, including stormwater piping, dam and levee applications, culverts, and other piping systems.

WRc was instrumental in transforming the Manual of Sewer Condition Classification (MSCC) into a coding system specific to this region for NASSCO.

Course overview

The Pipeline Assessment Certification Program (PACP™), Lateral Assessment Certification Program (LACP™) and Manhole Assessment Certification Program (MACP™) are the trusted sources for proper and consistent assessment condition coding of sewer, stormwater, and other underground infrastructure within regions following the NASSCO Specification.

Through this training, delegates will learn to use PACP’s universal language and standardised methods to identify, document, and categorise defects into key families, enabling better asset management and capital planning. LACP and MACP are continuations of the PACP and it is highly encouraged that learners become certified (or re-certified) in PACP | LACP | MACP via this combined 3-day course. Upon completion, delegates will gain the knowledge and skills to be able to:

  • Understand the importance of standardised condition assessment for underground infrastructure.
  • Learn to accurately identify and code structural, operational, and miscellaneous defects.
  • Gain proficiency in using PACP for tasks such as maintenance, pre-rehabilitation surveys, and capital improvement planning.
  • Develop the skills to score and rank asset conditions, identify inflow and infiltration, and create defensible data for asset management.
  • Apply PACP data to prioritise, budget, and schedule maintenance and rehabilitation tasks efficiently.
  • Enhance their ability to support utilities in managing risk exposure and optimising system maintenance.

Who can benefit?

On-site operators in regions following the NASSCO Specification must hold PACP certification, which is valid for 3 years from the date of issuance. Certification details are recorded in NASSCO’s database, allowing anyone to verify an operator’s credentials.

Delegates may also include staff members from consultants, municipalities, contractors and manufacturers needing to develop their understanding of drains and sewer condition assessment and their professional skills in commissioning CCTV surveys and rehabilitation programs, to support their current role or future career. 

Training outline

PACP classes are conducted as in-person (classroom) and online (virtual) sessions taught by certified trainers across the USA, Canada, Central America, and South America. Training is available in English, Spanish, and French Canadian. Certification (or re-certification) in PACP | LACP | MACP via the 3-day course is outlined as followed:

PACP (16 hours)

  • Welcome, Overview to NASCCO and PACP
  • Introduction and Need for Categorisation
  • PACP Inspection form - Header Section and Details Section
  • Overview of Codes:
    - Structural; Operation and Maintenance; Construction; and Miscellaneous Coding
  • PACP Course Review and Exam

LACP (3 hours)

  • LACP Introduction; Inspection Form Header and Details Sections, including all Codes with special attention to Access Points and Fittings; LACP Exam

MACP (5 hours)

  • MACP Introduction; Inspection Form Header and Manhole Component Observation Section; Inspection Form Manhole Component Details Section; MACP Exam
